Brief description

This role reports into the Operational Risk Director who is looking for an experienced, dynamic and motivated individual to enhance and embed the Operational Risk framework. This role is an exciting opportunity for the right person to lead a team of 6 in designing and embedding a robust framework that will enable the bank to manage its risk effectively and in line with regulatory expectations. This is a high-profile role and the successful candidate will be expected to act as a strong ambassador for the Risk and Compliance function. They will therefore need to have exemplary management and communication skills, be confident in dealing with senior stakeholders together with demonstrating a high level of proven technical ability. This is a full-time position based in the Head Office in Solihull with occasional travel to other UK offices.

Purpose of the role

Develop and Maintain Paragon Group’s Operational Risk framework to ensure compliance with regulatory requirements and maintained within the Board’s risk appetite. Provide leadership, training, guidance and support to the Operational Risk team.

Duties and responsibilities

  • Develop and maintain Paragon Group’s Operational Risk framework, tools and procedures to support the wider ERMF providing effective oversight and challenge
  • Document and maintain Paragon Group’s Operational Risk incident and near miss reporting process
  • Deliver continuous improvement in Operational Risk processes and business control standards
  • Ensure appropriate management information is reported on a regular basis to the executive and relevant committees
  • Provide guidance and support to the business on adherence with Operational Risk policies and procedures and support the development of an effective Policy framework to embed the wider ERMF
  • Own the Operational Risk Management system and ensure this continues to provide an effective tool in the management and analysis of Operational Risk data
  • Support the Operational Risk capital processes and approach used in calculating the ICAAP requirements
  • Promote internal awareness of Operational Risk whilst providing technical support to Line 1 in respect of any queries they may have
  • Undertake line management responsibilities in accordance with Paragon policies and procedures
  • Pass and maintain the requirements of the Relevant Regulator’s ‘fit and proper test’ as required by Senior Managers Regime/ Certification Regime.
  • Adhere to the Individual Conduct Rules as part of the Senior Managers Regime/ Certification Regime as detailed below.
  • Be responsible for taking ownership and maintaining of own Continuous Professional Development (CPD) Log as part of the Senior Managers Regime/ Certification Regime.


  • An experienced financial services professional with a strong background in Operational Risk Management
  • In depth understanding of the regulatory framework for Operational Risk management and measurement within banking or similar sector (e.g. insurance, asset management)
  • A good understanding of the risk environment facing Paragon and therefore confident to challenge Line 1 in the identification and assessment of their risks
  • Willing and able to take a hands-on approach to delivering a robust Operational Risk Framework for the Group
  • Strong communication skills with the ability to interact with all levels of the business including ExCo
  • Ability to influence business partners to address control issues
  • Very strong experience in managing teams

Qualifications and experience

Previous experience in a similar role and within financial services is essential.

Working hours

37.5 hours per week, Monday to Friday, 8.30am to 5.00pm (one hour for lunch).


Relevant training will be provided.
